Texas, U.S.- Energy legislation to accommodate power generation. The various states are producing contrasting legislation support constituency requests and infrastructural demands. The underpinnings of most energy is water access. Water in itself is sustainable resources that has its own protections and yet is vital to the energy production matrices. The legislation of “Texas Governor signs new CHP bills into law” to address power generation and adequate resource management – the energy-water nexus.
The immediate demands on resources to meet energy is complex and will deliver shortages as the balance of water capture in drought and climate pressured areas will deliver inequities within the nexus.
Texas Combined Heat & Power Initiative (TXCHPI) announced by Texas Governor Rick Perry signed “House Bill (HB) 2049 and HB 1864 into law supporting CHP clean, energy efficient technology. Clean, energy efficient cogeneration often referred to, as “Combined Heat and Power” or “CHP” is the simultaneous production, and use, of electricity and heat energy. These policies remove regulatory barriers and improve the business climate for cogeneration facilities in Texas.
“HB 2049 clarifies language in the Texas Utility Code to allow cogeneration facilities to sell electricity and heat energy to multiple customers within the proximity of the facility thereby maximizing efficiency and minimizing financial risk.”
The cogeneration process is augmented without access to skilled professional, resource accessibility, managing obsolescence and technology integration.
“HB 1864 instructs the State Energy Conservation Office (SECO) to issue compliance guidelines for how to conduct a CHP feasibility analysis prior to the construction or renovation of any government facility deemed to be critical for disaster preparedness and emergency response. The analysis is currently required by law as part of the Hurricane Ike Disaster Preparedness statute, was previously passed during the 81st Session of the Legislature.”
